    Hello neighbors,

One of the responsibilities of the WCO is to hear zoning issues, variance requests, and applications as part of the NPU process. During the August WCO meeting we discussed the property at 1637 Emerald Avenue. The City Office of Planning issued a permit for a "renovation" of the property nearly a week after work began by the contractor and days after members of the community first raised alarm.

Multiple neighbors have engaged the City Office of Planning, Councilwoman Andrea Boone, Code Enforcement, Commissioner Tim Keane, the staff of Mayor Bottoms about this issue. A month ago our NPU Chair met with Commissioner Keane about this and other properties where the city issued permits without community engagement. Unfortunately all of our emails, calls and meetings have fallen on deaf ears with the City Office of Planning. The office has allowed a developer to begin building a 4 story house when it only approved a renovation and addition of a second floor and garage....again outside of the normal zoning process.

With the help and support of Councilwoman Andrea Boone I will submit an appeal to the Atlanta Board of Zoning Adjustment on behalf of the community. At the suggestion of Councilwoman Boone I am also asking that a full ethics investigation be initiated into the circumstances of how these permits were issued in this case. I have attached my letter to the BZA for your review.

The Use of Force Advisory Council was launched on June 10, 2020 by Mayor Bottoms with the goal of evaluating Atlanta Police Departments’ Use of Force procedures and developing recommendations on areas for improvement. The Mayor has directed the group to develop two outputs: 1) 14-day report on initial findings, https://gcc01.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.atlantaga.gov%2Fhome%2Fshowdocument%3Fid%3D46786&data=02%7C01%7CLLaRue%40AtlantaGa.Gov%7Cbfbda808837542ed7f8008d82cc4bf36%7C031a550af1f34b629c643ef02c7798a5%7C0%7C0%7C637308570825791834&sdata=HBNIvJTQ5qDfH88uBY0CTUdOLm9anFdk4Cc9D1tZWEs%3D&reserved=0 and 2) a more comprehensive 45-day report (currently under development and the focus of this survey).

There are two opportunities for the community to provide feedback on the focus areas and preliminary recommendations developed by the Advisory Council.

    1.    The Use of Force Advisory Council has launched a survey to capture feedback on the preliminary recommendations. The public can give feedback on prioritizing recommendations and provide comment on APD use of force.

    a.    The community can use this link to provide feedback: Use of Force Advisory Council Survey https://gcc01.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.surveymonkey.com%2Fr%2F67QXW7Z&data=02%7C01%7CLLaRue%40AtlantaGa.Gov%7Cbfbda808837542ed7f8008d82cc4bf36%7C031a550af1f34b629c643ef02c7798a5%7C0%7C0%7C637308570825801791&sdata=YWT0IagToFCqRKGHWNl%2F5EVeOjc1Sr6hqKjcRYXLBQg%3D&reserved=0

    b.    For community members unable to access a computer / device to complete the survey – they can also call ATL311 to submit

    c.     The survey is open and will remain open until 7/29/2020

    2.    On Wednesday 7/22, 5-7pm the Use of Force Advisory Council will be holding a community discussion on the preliminary recommendations from the group. This will be a chance for the community to see the work conducted to date, initial findings, and to provide feedback/ask questions.

    a.    Attendees can register to join the webinar here: Use of Force Advisory Council - Community Discussion Registration https://gcc01.safelinks.protection.outlook.com/?url=https%3A%2F%2Fatlantaga-gov.zoom.us%2Fwebinar%2Fregister%2FWN_XSIDPFW3TDKa838h4-JWDw&data=02%7C01%7CLLaRue%40AtlantaGa.Gov%7Cbfbda808837542ed7f8008d82cc4bf36%7C031a550af1f34b629c643ef02c7798a5%7C0%7C0%7C637308570825801791&sdata=Cd5QdPVYHN2g6hhaDc30%2FkSb2MWMLuO1JYWIvK45rhI%3D&reserved=0

Good morning everyone. This is a follow-up to my post yesterday about the final vote on the council budget. PLEASE READ THE ARTICLE. Below I will place two screenshots showing the vote in the non-binding resolution and the a screenshot showing that Michael Julian Bond and Andrea Boone switched their votes killing potential reform in the binding ordinance (I guess they hoped we would only pay attention to the 1st vote). Cleta Winslow was a straight no vote.

The Ordinance amendment killed would not have committed the Council to any specific plan. It was a compromise that withheld funds that cannot be spent until January of 2021 anyway and placed it in a restricted account. It would have given the council till December 1 to enact any reforms to reimagine public safety. The ordinance would have created space for recommendations from the policing task force as well as the police to see what reforms should be enacted.

In essence Council Members Boone, Winslow and Bond, with others, voted to keep the city from even considering a conversation around reform. This in my opinion is the bigger issue. Everyone gave lip service to the need for reform but denied space to potentially look at what should be done

I have spoken with Antonio Brown and Jennifer Ide and would encourage you to head to their pages and read their full statements

As part of the Stokes Park Proposal presented to the community earlier this month, the WCO President promised to present real estate comps to back the potential for selling the Stokes Avenue Property.

The report was compiled by Westview resident, Realtor with Coldwell Banker Residential Brokerage Atlanta and former WCO Executive Board Member Orlando Hartwell.

The document can be downloaded here.

From Orlando: "Here is the preliminary comparative market analysis (cma) The numbers are kind of all over the place. I narrowed it to within a mile radius of the subject property and roughly around the same or similar square footage. When it comes to raw land there are a few variables to be considered; the location of the lot and its desirability. With that said. There are 3 active properties and one under contract. The average asking price is 134,000. However there have been 2 closed properties with an average sales price (in the last 6 months) of 96,000. Taking into consideration the specifics of the property I would  put the value around about $120,000 dollars."
